It also suggested the Scottish Medicines Consortium (SMC), which considers if new drugs should be made available, should invite drugs manufacturers to give evidence when their products are being considered.
Approval for new medicines for the NHS in Scotland should be given in public a review has recommended
"Many of the recommendations focus around making sure the system is as open and transparent as possible, and I want everyone to have their say on how we make sure that the Scotland has the best system possible."
It has now been recommended that data on IPTRs be published annually, to help make the system more open.
As well as that, the SMC is being encouraged to set up a new body, such as a citizen's council or a citizen's jury, to listen to public views about the availability of new medicines.
A series of recommendations were made, including a call for the SMC to "meet in Lacoste Polo Shirt Slim Fit Pique Polo
It also suggested: "SMC should invite the manufacturer of the new medicine under consideration to give evidence at their main SMC appraisal meeting, in order to address any outstanding questions that SMC members have."
Mr Neil commissioned the work last November after concerns about access to treatments were raised by some doctors, charities and patients.
Another recommendation from the review was for health boards to consider if IPTR panels should include a member of the public.
"It is particularly apt that Scots begin to participate in a discussion about the priority areas of spending when it comes to health.

The Scottish Government will conduct a brief consultation over the summer as it considers which recommendations could be taken forward.
"Our proposed response to the review recommendations, as well as any recommendations from the Parliamentary Committee on Health and Sport, will be subject to consultation.
Health Secretary Alex Neil said the independent review of the system provided "some key recommendations on how to improve access arrangements for new medicines in Scotland to make them even better than before".
review was a "much needed report which helps shed light into how medicines are approved for use in Scotland's NHS".
The review said it was "vital that SMC maintains its well earned international reputation for excellence" and added: "To do this, its processes should continue to evolve, as they already have over the last decade."
"However, we can't overlook the concerns raised by clinicians, charities and patients about access to medicines. That is why I commissioned this independent review."
The review involved an independent examination of the SMC appraisal process for new drugs.
Labour health spokeswoman Jackie Baillie
She added: "We welcome the recommendations which will ensure greater transparency in the decision making process over access to new drugs.
In addition, it looked at the Individual Patient Treatment Request (IPTR) system which patients can use to try to access drugs that have not been approved by the SMC.

An interim recommendation from the review, for a new fund to cover the cost of medicines for those with rare conditions, has already been put in place, with 21million made available for this.
THE body that approves new medicines for the NHS in Scotland should meet in public so patients and drugs companies can see how the system works, a review has recommended.
"We note the consideration of a 'citizen's jury' and we would welcome further clarity about how the public can express their views about the right balance when it comes to accessing medication.
